The storm was anticipated to effect the area during the afternoon and evening of the 27th. The 00z 1/27 run of the Eta was forecasting a 500 mb, a closed low moving east across the lower Great Lakes at 18z on the 27th. A short wave associated with the upper low was forecast to move east across the Tennessee Valley.
