A look at the low-level (1000-900 mb) stability valid at 00z on the 30th, indicates that the stability was much higher south of the snow band than it was directly downwind from lake Ontario. The lack of mixing in the stable air south of the band was likely one factor that lead to the shear in that area. Meanwhile, the better mixed area downwind from the lake had less shear.
