This schematic shows how enhanced convergence could develop in the snow band area due to the presence of the stable air east of lake Erie and south of Lake Ontario. There is usually a stability gradient and convergence in this area, but the fact that Lake Erie was frozen may have acted to increase the gradient. Also, note that just because areas just southeast of Lake Ontario are stable with strong low-level shear, conditions may still be favorable for heavy lake effect snow just north of the stable zone.
