Meanwhile, at ELM (800 feet above sea-level) the precipitation began as rain during the afternoon, then changed to snow during the late evening. A similar timing for rain changing to snow was observed at other low-elevation locations throughout the Susquehanna Valley region of southern New York and northern Pennsylvania.
