Notes:
Flash flooding became more extensive during the early morning hours on the 27th. Bands of heavy rain produced flooding in Luzerne county around midnight, then heavy rain spread north resulting in significant flash flooding across the northern tier of Pennsylvania and the southern tier of New York after 4 am on the 27th. The flooding spread north and east as far as Oneida county and the western Catskills by shortly after daybreak on the 27th.
