This event was associated with a deep plume of tropical moisture that was nearly stationary over the the eastern U.S. for over 48 hours.
Flash flooding began during the afternoon on the 26th, and became more widespread from the 27th into the 28th.
River flooding began late on the 27th and was most widespread on the 28th (more details on this aspect of the event are shown later in this presentation).
