Notes:

The NCEP short term ensemble forecasts on the 24th indicated that low pressure would develop east of New Jersey, then track north toward southern New England on the 25th. The surface low was forecast to retrograde toward southeast New York later on the 25th before moving east again on the 26th. Widespread, heavy precipitation was forecast across New England, New York and eastern Pennsylvania.
