Tornadogenesis occurred with a long-lived, minimally strong, mesocyclone.
Radar-detected rotational velocity was near the low-end of what is typically associated with a tornado (28 kts, although dealiased data was an issue at 2042z).
The tornado developed on a hill, and moved down along a valley.
