Notes:
The mid-level flow on the 22nd into the 23rd was from the west-northwest with an embedded short wave moving southeast across upstate New York. A weak surface low pressure center was tracking east across southern Ontario. A south-north ribbon of high precipitable water values (with a maxima of nearly 2 inches) was located along the east coast.
