At 700 mb, low pressure tracked from Tennessee northeast off the Virginia coast. The system gradually intensified as it tracked across the southern Appalachians and off the east coast. Northeast Pennsylvania and southern New York where in the northern edge of the cyclonic circulation during the day on the 23rd.
