0.5 reflectivity 06z and 09z on the 14th

Notes:

Observed reflectivity from the KBGM WSR-88D radar showed a very narrow but intense snow band near the leading edge of snow shield moving north across northern Pa and southern New York early on the 14th. Snowfall rates of 3 to 4 inches per hour occurred with this band over the twin tiers of NY and Pennsylvania during the predawn hours. The band became nearly stationary from Broome county NY to Bradford county Pa by 09z. None of the high resolution models did a good job simulating this initial band of heavy snow.
