Strong shear and modest CAPE were indicated on the ELM BUFKIT sounding at 00z on the 23rd. Note the anticyclonically curved hodograph, which is typically supportive of supercells. The low-level CAPE (in red, in the upper left of the hodograph display) in this sounding is 50 J/kg, not a very high value. The convective inhibition in the sounding (not shown) was 25 J/kg. The 5 km storm relative flow is 10 m/s (20 kts) or near the threshold where tornadogenesis becomes more favored. The LCL height for this sounding is near 1000 m.
