At 700 mb, the RUC was indicating a nearly closed off low center over southeastern New England. This was much closer to the GFS forecast shown earlier, which showed a closed off center over southern New England. (Recall that the NAM was forecasting a closed low over southeastern Pennsylvania at this time).
