This conceptual model shows how cooling due to melting can change rain to snow. In the sounding on the left, melting and cooling is occurring just below the isothermal 0 degree C layer, well above the ground. No cooling is occurring near the ground, since all of the melting is occurring above that level. However, as the process continues, the melting level lowers until cooling finally occurs at a low enough level to change the rain to snow.
