The radar imagery loop on this slide shows that during the afternoon the 27th, the central southern tier began to get in on the flash flooding, as bands of heavy rain spread north across Steuben county and Finger Lakes area. Meanwhile, other bands of heavy rain continued to move north across northeast Pennsylvania and the western Catskills. By late in the afternoon the 27th, much of the Binghamton county warning area was under a flash flood warning.
