This loop summarizes how the rainfall event unfolded across the area. A large area of moderate rain covered northeast Pennsylvania and central New York early in the afternoon on the 16th. A narrow band of very heavy, embedded within the moderate rain, tracked slowly east across the area between 2 pm and 6 pm. Rainfall amounts of 1 to 2 inches in around 1 hour produced flash flooding across northeast Pennsylvania and the southern tier of New York as the narrow heavy band moved east. Meanwhile, localized wind gusts to 60 mph at the leading edge of the rain band produced scattered wind damage. An F1 tornado was reported in northern Chemung county around 250 pm.
