Notes:

The 12-hour NAM model forecast sounding at Avoca, Pennsylvania (AVP, over northeast Pennsylvania) valid at 00 UTC on the 19th indicated that the atmosphere would be cold enough to support snow. However, a surface-based dry layer was forecast, implying that the snow could evaporate before reaching the ground. The dry layer was not forecast farther to the west across central Pennsylvania, where accumulating snow was forecast.
