Likewise, on October 25th, no low-level cold air was available to be drawn southward into the system. At 17z, the only places reporting snow were in the mountains of central Pennsylvania. Note that wet bulb temperatures were well above freezing across all reporting stations in central New York. However, wet snow had begun to fall at higher elevations between reporting stations. The rain would change to snow at BGM by 18z, with the snow level lowering to around 1000 feet above sea-level in many areas by 20z.
