Observed rainfall from the Mid-Atlantic River Forecast Center multi-sensor precipitation estimation product indicated a widespread to 3 to 5 inch rainfall event, with localized bands of 6 to 8 inches. The most serious flooding occurred within the 6 to 8 inch bands, where rainfall rates of around an inch per hour were sometimes observed
