Notes:
Surface plots on the 9th indicate that the precipitation began as a period of freezing rain over northeast Pennsylvania, then transitioned to mostly rain over northeast Pennsylvania and central New York during the day. The precipitation changed back to snow over central New York and northeast Pennsylvania during the evening on the 9th. However precipitation remained in the form of rain in lower elevations of northeast Pennsylvania and portions of eastern New York through 00z on the 10th.
